Traffic noise is generated by two main sources: the power train — the combination of engine, transmission and exhaust — and from the interaction between tyres and road surface — rolling noise. At high speeds rolling noise dominates. At low speeds power train noise dominates.
Slower speeds would reduce rolling noise in open countryside. In towns slower speeds, accompanied by smoother driving styles, would reduce traffic noise. Slower speeds in town would also reduce noise by enabling more walking and cycling.
